Colorado gun laws taking effect Sunday will require three-day wait, make it easier to sue industry Two new gun laws that are set to go into effect in Colorado on Sunday will institute a three-day waiting period for purchases and make it easier for victims and their families to sue gun manufacturers and dealers. The laws, passed by the legislature in April, were among several gun-violence prevention measures signed into law by Gov. Jared Polis this year. Lawmakers also passed a bill expanding the state’s red-flag law, which has already taken effect, plus a fourth measure that generally will require a person to be 21 or older to buy a gun. A federal judge has temporarily blocked that minimum age law amid an ongoing legal challenge.A fifth bill that regulates so-called “ghost guns” also was passed and signed into law this spring, though some provisions won’t take effect until Jan. 1.Like the minimum age measure, the waiting period law — which requires that at least three days pass between when someone purchases a firearm and when they take possession ...

Hydroponic retail farm, restaurant opens at edge of RiNo At the edge of Ballpark and RiNo, two brothers have debuted a twist on the classic hydroponic farm.Farm & Market, which Davis and Austin Breedlove opened Sept. 16, has the typical vertical “towers” — 1,080 of them, specifically — with lettuce and other greens sprouting from them through a soil-less system. But unlike most similar operations, which sell to restaurants or grocery stores, the Breedloves are selling their produce onsite, in resealable plastic bags. They pick a small amount of most varieties each day, as opposed to harvesting the entire crop of a particular green and then waiting weeks for the next one. The only restaurant they supply is the one they run at the rear of the building, which serves vegetable-heavy soups, salads and bowls.Davis, 32, is the CEO. The University of Southern California graduate worked in tech but was always a “backyard farmer.” Now he’s gone pro and runs the farm, which takes up about half the building at 2401 Larimer St.“I’ve alw...

San Jose leaders OK $400,000 settlement with ex officer who alleged anti-Muslim harassment SAN JOSE – A former San Jose police officer will receive a $400,000 payout to settle a lawsuit that claimed his colleagues subjected him to constant Islamophobic harassment. The San Jose City Council approved the pre-trial settlement with Nabil Haidar on Tuesday. The Lebanese-American officer sued the department in 2018, alleging he was the target of anti-Muslim remarks and insults that ramped up following the Sept. 11, 2001, terrorist attacks. He claimed the comments associated him with radical organizations and car bombings, and that he was referred to with slurs attacking his background. The city, for its part, argued Haidar was a willing participant and responded to the remarks in kind.“Officer Haidar is a hero for taking on powers that be within the department, including the top command staff, in order to expose racism and Islamophobia,” Haidar’s Oakland-based attorney, Randall Strauss, said in a statement. “He fought this case for years in the face of intense pressure that ultima...

Officials: Oakland can’t solve its “pirate” problem unless it fixes its homeless crisis first In one of the first public meetings since the Alameda boating community raised the alarm over a “pirate” crime wave in the Oakland Estuary, the state agency in charge of ensuring the wellbeing of bay waterways agreed the situation was unacceptable. But it offered no imminent solution to a crime spree that reached a fever pitch a month ago when dozens of small boats and dinghies were stolen, stripped for parts and often sunk, and 70-year-old and 80-year-old boaters were embarking on vigilante-style missions to retrieve them. Boaters talked of “hand-to-hand combat,” and it seemed only a matter of time before someone got hurt.“I understand the frustration of the people who actually live on the water because it’s impacting them and their daily lives,” said Marie Gilmore, the chair of the San Francisco Bay Conservation and Development Commission. In the meeting this week, members of the boating community again expressed their concerns about crime and “anchor-outs”– ...
